What a religious board is accountable for

An awqaf or mosque committee administers assets it can never own and never sell, dedicated in perpetuity by people who are long dead. The governance duty is preservation of intent across generations of committees, which is a documentation problem before it is a financial one.

What recurs on the agenda

02Property register: what is endowed, its condition, its lease status and its rental income
03Maintenance and restoration schedule for the built assets
04Distribution of surplus to the beneficiaries the deed names, in the proportion it names
05Committee succession and handover, so the next committee inherits the record and not a rumour

The recurring failure is a committee that cannot produce the deed, and so administers the endowment from memory of what the last committee said it required.
