Why a sport federation is a hard case
A national sport federation is not one board. It is a board, its technical committees, its athlete base, its event calendar, and a public face pointed at the press, the clubs and the international federation. Most board software serves the first and leaves the other four in spreadsheets.
And this board's decisions land on named individuals. Squad selection, disciplinary suspension and refereeing appointments are all appealable, and in every case the defence is the record: who decided, against which criteria, on what date, with what quorum.

This tenant gets Mithaq's 42 core modules, plus 3 sport-sector modules and 3 fencing-specific ones. The last two groups never ship to a tenant that is not a sport body, which is the whole point of the layer model.

One tenant, two surfaces
The board workspace is private and the federation site is public, and both read from the same tenant. An event the board approves is the event the public sees, with no manual publishing step in between, which is the usual place a federation site drifts away from reality.
