What a tourism board is accountable for

A destination board spends public or levy money to benefit private operators, and is judged on an outcome it only partly controls. Its governance risk sits in procurement and in the fairness of who gets promoted.

Exemptions are where destination boards lose credibility. A register that names every exemption and its reason is cheap; reconstructing one after a question is not.
